I don't see why any "excessive usage cap" would throttle P2P but not other traffic. It certainly wouldn't be a very effective way to throttle you if it only did so for p2p traffic. Then do another capture of a torrent session where it's being throttled.

They wouldn't want to turn more people pro-net-neutrality before it's repealed. It's probably your router is crappy. Can't handle the amount of connections or not enough ram or something. I forget the reason but it's common.

Nope not a router issue. It would still be incredibly dumb of them to do this before NN is repealed, so I doubt they're actively doing it on purpose.
